I think it would look good, and here’s what I recommend! 

Bleach the shit out of your hair- since yours is near-black you will probably have to do this in several separate stages, giving time in between to give it a break from the harsh chemicals. It may not be pretty but might be necessary as it’s very rare to go to perfect bleaching in one go from dark brunette.

Once you do get to that perfect light blond, you’re going to want to use purple toner. Probably a lot. People seem to like Manic Panic’s Virgin Snow. 

That will probably get your hair white, but not exactly powder blue, though it should have a bluish tone. That might be tricky, as pastels are a pain to get to stay in your hair. What I would recommend is buying a blue hair dye and diluting the shit out of it with conditioner. Special Effects hair dye has a pretty wide range of blue shades, and you’ll probably want a true, not turquoise, blue.

BUT OMG DO IT
